What Is Human Trafficking?

Human trafficking is a serious crime and a form of modern-day slavery. It involves the use of force, fraud, or coercion to exploit people for commercial sex or forced labor. For anyone under 18, engaging in commercial sex is considered trafficking regardless of force or coercion.

Traffickers target vulnerable individuals — including children and youth — often through grooming and manipulation. It happens in every community, including rural, suburban, and urban areas across Tennessee and the United States.

  • Common forms: sex trafficking and labor trafficking.

  • Children and teens are especially at risk due to grooming by people they know or meet online.

  • Recovery and restoration are possible through compassionate support and resources.

Recognizing the Signs

Traffickers often groom victims by building trust, isolating them, and gradually controlling their lives. Here are common warning signs. Not every sign means trafficking, but several together may indicate a problem.

Signs of Human Trafficking

  • Person appears fearful, submissive, or overly controlled by someone else

  • Cannot freely leave their situation or speak for themselves

  • Shows signs of physical abuse, malnourishment, exhaustion, or poor medical care

  • Lacks personal documents (ID, passport) or control over their own money/phone

  • Sudden changes in behavior, school attendance, or appearance (expensive items with no explanation)

  • Works unusually long hours or in unsafe conditions

  • Too much, too fast – intense attention, compliments, gifts, or money early on

  • Isolation – pulling away from family, friends, or normal activities

  • Secrecy – pressure to keep conversations or relationship hidden

  • Control & pressure – guilt, manipulation, or pushing boundaries (including sexual)

  • Exchange mindset – gifts or help that come with expectations in return

  • Sudden changes – new clothes, money, devices, drugs/alcohol, or behavior shifts

  • Emotional dependence – feeling like you need that person or can’t say no

Signs of Grooming

If you see these signs in a child or teen, trust your instincts. Early intervention can save lives

What To Do If You Suspect Trafficking or Grooming

If You Believe You Are Witnessing Human Trafficking or Grooming

  • Immediate Action: If you or someone else is in immediate danger, call 911 right away.

  • Report to Tennessee Authorities: Contact the Tennessee Bureau of Investigation (TBI) Human Trafficking Unit. You can also call the Tennessee Human Trafficking Hotline at 1-855-558-6484 or visit ithastostop.com to submit a tip.

You do not need proof — just reasonable suspicion. All reports are taken seriously and can be made anonymously.

  • National Support (optional but recommended for completeness): Call the National Human Trafficking Hotline at 1-888-373-7888 (24/7, confidential) or text “BeFree” (233733).
